What do the GHS pictograms on a chemical label mean?

The six label elements every shipped container must carry

Pictograms never travel alone. Under 1910.1200(f)(1), the chemical manufacturer, importer, or distributor must put six elements on every shipped container, and 1910.1200(f)(2) requires them to be prominently displayed and in English:

  • Product identifier โ€” (f)(1)(i); must match the identifier on the safety data sheet.
  • Signal word โ€” (f)(1)(ii); exactly one of Danger (more severe) or Warning (less severe).

Anatomy of a compliant pictogram: the red-frame rules

Appendix C.2.3.1 defines the physical spec: pictograms "shall be in the shape of a square set at a point" โ€” a diamond โ€” with "a black hazard symbol on a white background with a red frame sufficiently wide to be clearly visible." Three consequences follow directly from the appendix text:

  • No empty diamonds. A red frame with no symbol inside "is not a pictogram and is not permitted on the label" โ€” pre-printed label stock with spare blank diamonds is a compliance defect on shipped containers.

When one pictogram cancels another: the precedence rules

Labels would drown in diamonds without the precedence hierarchy in Appendix C.2.1. Four rules decide what actually prints:

Practical read: a missing exclamation mark does not mean a product has no irritant hazard โ€” a more severe diamond may simply have absorbed it. Always read the hazard statements, not just the symbols.

HazCom 2024: what changed, and the compliance dates that moved in 2026

OSHA published a major update to 1910.1200 on May 20, 2024 (effective July 19, 2024) aligning the standard with the seventh revision of the UN GHS โ€” details on the agency's rulemaking page. For label users, the headline changes are new provisions for small containers โ€” a container of 100 mL or less may carry an abbreviated label (product identifier, pictograms, signal word, supplier contact, plus a pointer to the full label on the outer package, per (f)(12)(ii)), and a container of 3 mL or less whose label would interfere with use may carry only the product identifier ((f)(12)(iii)) โ€” plus the "chemicals under pressure" category under the gas-cylinder pictogram and the addition of desensitized explosives under the flame pictogram.

Then, on January 15, 2026, OSHA issued a compliance-date extension pushing every remaining HazCom 2024 deadline back four months. The dates now codified in 1910.1200(j) are:

During the transition, OSHA permits compliance with the old standard, the updated standard, or both โ€” so expect mixed label formats on incoming shipments into 2027. The employer substance deadline of November 20, 2026 is the one facing most readers of this guide: workplace labeling systems and training materials need to reflect the updated classifications by that date.

Workplace containers: when you can skip the full GHS label

The six-element requirement binds shipped containers. Once the chemical is in your building, 1910.1200(f)(6) gives employers a choice for workplace containers: reproduce the full shipped-label information, or use "product identifier and words, pictures, symbols, or combination thereof" that give at least general hazard information โ€” the basis for in-house systems like color-coded secondary labels on cleaning chemicals and dilution control bottles. For stationary process vessels, (f)(7) goes further and allows signs, placards, batch tickets, or operating procedures in place of container labels, provided they are readily accessible during the shift. Worked example: reading the GHS pictograms on a corrosive cleaning concentrate

Here is the label-to-PPE workflow on a scenario every facility team knows โ€” a 5-gallon drum of alkaline degreaser concentrate arrives at receiving, showing the corrosion pictogram, the signal word Danger, and "Causes severe skin burns and eye damage":

  1. Confirm the label is complete before accepting the drum.
