What are the OSHA rules for extension cords on a jobsite?
Two sections carry most of it, and they are worth reading rather than paraphrasing.
29 CFR 1926.404(b)(1) is the ground-fault rule. On construction sites the employer must use either GFCI protection on 120-volt, single-phase, 15- and 20-ampere receptacles that are not part of the permanent wiring, or a written assured equipment grounding conductor program with scheduled inspections and testing of every cord set. It is one or the other, not neither — and the second option is a documented program, not an intention.
29 CFR 1926.405 governs how flexible cord may be used: in continuous lengths without splice or tap, not as a substitute for fixed wiring, not run through holes in walls or through doorways and windows, not attached to building surfaces, and not concealed behind walls or ceilings. Most of the cord violations written on sites are one of those five, not a gauge problem.

A cord is only ever half of a temporary-power setup. Are there any cord reels in this collection?

It is worth knowing why a reel is a genuinely different purchase rather than a cord with a spool attached. A cord reel has two current ratings: one fully unwound, one coiled. Wound cord cannot shed heat — the turns insulate each other — so a reel's coiled rating is substantially lower than its extended rating, and running a heavy load on a partly wound reel is a real overheating and fire path. Reputable reels print both figures. That single fact is why "just leave a few turns on the drum" is bad advice and why reels get their own selection criteria.
