Ear Muffs — 78 Compared, NRR 19 to 31
🔊 Free tool: Use our Hearing Protection NRR Calculator to estimate your real-world protected noise exposure using the OSHA and NIOSH derating methods before choosing a protector.
What are the best ear muffs for hearing protection?
Short answer: Passive ear muffs are the fast on-and-off choice for in-and-out tasks and shared use. The 3M Peltor X5A (NRR 31) is the highest-attenuation over-the-head muff, the 3M Peltor Optime 105 H10A (NRR 30) is the proven value classic, and the 3M Peltor Optime 95 H6A (NRR 21) is the light, low-profile pick. For shooting, see powered electronic ear muffs.
Ear Muffs (2026)
Ear muffs are over-the-ear hearing protectors with a headband — faster to put on and take off than plugs, easier to fit consistently, and simple to share or hang around the neck between tasks. This collection is the broad muff shelf: 78 models spanning NRR 19 to 31 on the published U.S. ratings. It leans passive, but about a fifth of it is powered — sixteen of the 78 are electronic, Bluetooth or AM/FM models, including the Howard Leight Impact Sport, the 3M WorkTunes Connect and the Peltor Sport Tactical 500. For the dedicated powered range see for powered muffs that let you hear speech between loud sounds, see electronic ear muffs, and for muffs that clip to a hard hat, see construction hearing protection. Muffs are the over-ear half of the hearing protection silo; for in-ear options compare foam ear plugs.
Editor's pick — 3M Peltor X5A (NRR 31)
The highest-attenuation passive over-the-head muff we review: NRR 31 for the loudest continuous noise, with a robust headband and deep cups. The muff to choose when you want maximum over-ear protection without electronics. (We earn an Amazon commission on the Amazon link below; it never affects ranking.)
What this collection covers

How to choose ear muffs
Muffs vs ear plugs
Muffs are faster on and off, easier to fit right, and easy to share — ideal for in-and-out tasks and visitors. Plugs give higher attenuation for the money and suit continuous wear and tight spaces. Many sites use both; for in-ear options see foam ear plugs.
Pick the right NRR
The muffs here run NRR 19 to 31 as published — the floor is the low-profile Radians Lowset behind-the-head at 19, and the ceiling is the 3M Peltor X5A and X5P3E at 31. Most of the shelf is conventional over the head ear muffs; behind-the-head and cap-mount bands exist for clearance rather than for attenuation, and they generally rate lower. Whether you are shopping safety ear muffs for a jobsite or ear muffs for noise around machinery at home, the rating is the same figure and the same derating applies. Match the rating to your measured exposure rather than always choosing the highest — and remember the lab rating is derated in the field. See the NRR explainer. Be skeptical of off-brand muffs claiming NRR 34–37; passive over-ear muffs realistically top out around NRR 31.
Headband style
Over-the-head is the standard; behind-the-neck suits hard hats and face shields; cap-mount clips into a hard hat — see construction hearing protection. Choose the style that works with your other PPE.
When to go electronic or dual
For shooting or jobs needing hear-through, choose electronic ear muffs. For impulse or very high noise, wear muffs over plugs — dual protection adds about 5 dB to the higher device's NRR.
Regulatory context
U.S. workplace noise is governed by OSHA 29 CFR 1910.95: a 90 dBA permissible exposure limit (8-hour TWA) and an 85 dBA action level that triggers a hearing conservation program. Ear muffs are a compliant control where their NRR meets your exposure — see our guide to OSHA 29 CFR 1910.95 hearing conservation. Seventy-four of the 78 muffs here publish a rating in the listing; four state it on the packaging instead. Read the metric as well as the number — three listings quote a European SNR figure, one of them without an NRR at all, and SNR is not comparable to NRR. Ratings under ANSI S3.19 are laboratory figures commissioned by the manufacturer rather than independent audit, which is one more reason to derate.

Frequently asked questions
Are ear muffs better than ear plugs?
Neither is universally better. Muffs are faster on and off and easier to fit; plugs give higher attenuation for the money and suit continuous wear. For the loudest tasks, wear both.
What is the highest-NRR ear muff?
Passive over-the-head muffs top out around NRR 31 — the 3M Peltor X5A is the highest here. To go higher, combine muffs with plugs.
Are NRR 34 or 37 ear muffs real?
Mostly no, and there is an example in this very collection worth walking through. Credible over-ear muffs cap around NRR 31 — the 3M Peltor X5A and X5P3E here are both 31, and nothing from a major manufacturer goes higher. One listing on this page, a Floriogra two-pack, is titled "NRR 34". Its own sibling listing from the same brand is titled SNR 34 — and SNR is the European metric under EN 352, not the U.S. NRR under ANSI S3.19. The two are not interchangeable: SNR typically runs five to seven decibels above the NRR for the same product, and you can see that conversion on this page, because the SAFEBUILDER and TICONN muffs both publish NRR 27 alongside SNR 33. Applying the same six-decibel gap, a muff at SNR 34 is realistically about NRR 28 — not 34. Treat the "NRR 34" figure as an SNR number in the wrong clothing, and buy on the manufacturer-published NRR.
How much noise do ear muffs block?
Less than the rated NRR in practice. A common single-protector estimate is (NRR − 7) ÷ 2 — so an NRR 30 muff gives roughly 11–12 dB of real-world reduction.
Can I wear ear muffs with a hard hat?
Yes — use cap-mounted muffs that clip into the helmet's slots. See construction hearing protection.
What are electronic ear muffs?
Muffs that amplify quiet sounds and suppress loud impulses, so you hear speech between gunshots or machine cycles. See electronic ear muffs.
Can I wear ear muffs over ear plugs?
Yes — dual protection adds about 5 dB to the higher device's NRR, useful for impulse and very high noise.
How often should I replace muff ear cushions?
Roughly every 6–8 months with daily use, or sooner if the cushions harden, crack, or stop sealing. Hygiene kits are available for most Peltor and Howard Leight muffs.
Are ear muffs good for shooting?
Passive muffs work for solo shooting, but most shooters prefer electronic muffs to hear range commands — see shooting hearing protection.
What is the difference between NRR and SNR on an ear muff?
They are two different standards and they are not interchangeable. NRR is the U.S. rating under ANSI S3.19, administered by the EPA; SNR is the European rating under EN 352. For the same muff the SNR figure typically comes out five to seven decibels higher, so a listing that quotes SNR looks better than an equivalent one quoting NRR. You can see the gap on this page: the SAFEBUILDER and TICONN muffs each publish NRR 27 alongside SNR 33. If a listing shows only an SNR figure, subtract roughly six before comparing it with an NRR-rated muff, and never plug an SNR number into an OSHA derating calculation.
Are electronic muffs included in this collection?
Yes — sixteen of the 78 are powered, so this page is not purely passive despite what a quick scan suggests. That includes Bluetooth and AM/FM models. Electronic muffs still attenuate passively when switched off; the electronics amplify quiet sound and cut loud sound rather than adding attenuation. For the dedicated powered range see electronic ear muffs, which goes into level-dependent behavior in detail.
What is the lowest-rated muff here, and why would anyone buy it?
The Radians Lowset behind-the-head at NRR 19. A low-profile behind-the-head band exists to clear a hard hat brim, a face shield or a welding helmet, and to sit under a hood — jobs where an over-the-head band physically will not work. You accept lower attenuation to get a muff you can actually wear with the rest of your PPE. In moderate noise that is the right trade; above about 95 dBA it is not, and you should be looking at plugs or dual protection instead.
Do ear muffs lose attenuation over time?
Yes, and the cushions are what fail first. Foam and gel cushions harden, flatten and shrink with sweat, sunlight and skin oils, and a cushion that no longer conforms to the side of the head leaks sound around the seal — losing far more than the difference between one rating and the next. Most manufacturers suggest replacing cushions every six to twelve months in daily use. Check by pressing the cups against your head with your hands: if the noise drops noticeably, your seal is already gone.
Does OSHA accept ear muffs?
Yes — any NRR-labeled muff that reduces exposure below the limits in 29 CFR 1910.95 qualifies. See the hearing conservation guide.

The counts above were read from the 78 muffs actually in this collection — each listing checked for its published rating, for the metric that rating is quoted in, and for whether the muff is passive or powered. Where a listing quotes an implausible figure we say so on the page rather than repeating it, and where two listings from one brand disagree we show the arithmetic instead of picking one. Ratings are quoted as published under EPA/ANSI S3.19, which is laboratory testing commissioned by the manufacturer rather than independent audit; we apply no derating of our own and we show the OSHA and NIOSH corrections so you can apply them yourself. Guidance follows OSHA 29 CFR 1910.95 and NIOSH hearing-loss prevention material, both cited below.
