How to Read a Safety Data Sheet (2026 Guide)

How do you read a safety data sheet?

Short answer: Read a safety data sheet out of order, not front to back. Every SDS in the United States carries the same 16 sections in the same sequence under OSHA's Hazard Communication Standard, 29 CFR 1910.1200 โ€” so the layout is a map, not a document. Go to Section 2 to find out what the hazard is, Section 8 to find out what protective equipment it demands, and Section 4 to find out what happens if it reaches skin, eyes or lungs. A safety data sheet is the single document that decides what gloves, eye protection and respiratory protection a chemical actually requires โ€” and in most facilities it is filed, never opened. This guide is written for safety managers, procurement teams, facility supervisors and compliance officers who need to pull a real answer out of an SDS quickly, and who need to know which parts of the document carry regulatory weight and which do not.

The format is not the manufacturer's choice. OSHA's Hazard Communication Standard adopted the Globally Harmonized System structure, which fixes both the number of sections and their order. That standardisation is the whole point: once you know that exposure limits and PPE always live in Section 8, you never have to search a safety data sheet again, whether it came from a solvent supplier, a janitorial distributor or a welding-consumable manufacturer. What changes between sheets is the content โ€” never the map.

Why this matters.
Hazard Communication was the second most frequently cited OSHA standard in fiscal year 2025, behind only construction fall protection (OSHA Top 10). OSHA requires that employers ensure safety data sheets are readily accessible to employees โ€” accessible means during every shift those employees work, not locked in a supervisor's office. A sheet that nobody on the floor can reach or interpret is a paperwork exercise, and it is also the document that would have told them which glove material survives the chemical they are handling.

The 16 sections, and why the order never changes

Appendix D to 1910.1200 fixes the sequence below. Any SDS that renumbers, merges or reorders these is non-conforming on its face, and that is the fastest quality check you can run on a supplier's documentation.

The four sections OSHA does not enforce

This is the detail that separates people who use safety data sheets from people who file them. Sections 12 through 15 appear on every conforming sheet, but OSHA does not enforce their content. The agency states it plainly on its own Hazard Communication QuickCard:

"Since other Agencies regulate this information, OSHA will not be enforcing Sections 12 through 15 (29 CFR 1910.1200(g)(2))."

Ecological data belongs to the EPA. Transport classification belongs to the Department of Transportation. That does not make those sections useless โ€” Section 14 is exactly where you check whether a drum can ride in the same vehicle as something else โ€” but it does mean a thin or vague Section 13 is not an OSHA deficiency, while a thin Section 8 is. When you are auditing supplier documentation, weight your attention accordingly.

Section 2 tells you what the hazard is

Section 2 carries the hazard classification, the signal word, the pictograms and the hazard statements. It is the section that maps directly onto the label on the container, which is why the two should always agree โ€” a mismatch between Section 2 and the shipped label is a genuine red flag worth raising with the supplier. Two words in Section 2 do most of the work. Danger marks the more severe hazard categories; Warning marks the less severe. They are not interchangeable adjectives chosen by a copywriter โ€” they are assigned by hazard category, so a product that carries "Danger" for skin corrosion is telling you something specific about how fast it damages tissue.

Section 8 is the section that tells you what to buy

For anyone specifying protective equipment, Section 8 is the entire reason the document exists. It lists OSHA's Permissible Exposure Limits (PELs) for the ingredients disclosed in Section 3, the ACGIH Threshold Limit Values (TLVs) where they exist, any other exposure limit the manufacturer recommends, the engineering controls that should be in place, and the personal protective equipment the chemical calls for.

Read it critically, because Section 8 is also where safety data sheets are vaguest. "Wear suitable gloves" is a common and near-useless phrase. A good Section 8 names the glove material โ€” nitrile, butyl, neoprene, PVC, laminate film โ€” because material is what determines whether a glove resists the chemical or dissolves in it. The same vagueness affects eye protection. Section 8 frequently says "wear eye protection" without distinguishing safety glasses from goggles โ€” a distinction that matters enormously for anything that splashes. Where Section 8 calls for respiratory protection, it will usually name a contaminant class rather than a cartridge. Sections 4, 5 and 6 are the ones you read before the incident

Section 4 gives first aid by route of exposure โ€” skin, eye, inhalation, ingestion โ€” and it is the section most worth reading in advance, because nobody reads a safety data sheet during an eye splash. Section 7 is where storage mistakes are prevented

Handling and storage carries the incompatibilities โ€” the chemicals this one must never be stored beside โ€” along with ventilation requirements and storage conditions. What the 2024 HazCom update changed

OSHA published a final rule amending the Hazard Communication Standard on May 20, 2024, and it took effect on July 19, 2024, aligning the standard with a more recent revision of the GHS. The change most visible on the sheet itself is in Section 9, which now expects particle size to be reported for solids โ€” a meaningful addition for anyone assessing dust exposure, because particle size drives whether a material is respirable.

OSHA has since posted a compliance-date extension notice. How to read a safety data sheet in order of usefulness

  1. Confirm the sheet matches the container. Check the product identifier in Section 1 against the label in front of you. A sheet for a similar-sounding product is worse than no sheet.
  2. Check the revision date in Section 16. An SDS with no revision date, or one many years old for a reformulated product, is a document-control problem.
  3. Read Section 2 for the hazard class, signal word and pictograms. This tells you what kind of harm you are dealing with.
  4. Cross-check Section 2 against the container label. They must agree.
  5. Go to Section 8 for exposure limits and required PPE. Note whether glove material is actually named.
  6. Read Section 4 before you need it, and confirm the first-aid equipment it implies is installed and reachable.
  7. Read Section 7 for incompatibilities and check them against what is stored nearby.
  8. Read Section 6 and match it to the spill kit actually staged in that area.

Worked example: reading the SDS on a corrosive drain cleaner

Take a common facility purchase โ€” a concentrated alkaline drain opener bought for a custodial closet.

Section 1 identifies it and gives a 24-hour emergency number. Section 2 classifies it as skin corrosion category 1, carries the signal word Danger, shows the corrosion pictogram, and states "causes severe skin burns and eye damage." That single classification determines everything downstream.

Section 8 is where the purchase decision gets made. A good sheet will name a glove material and a minimum thickness; a poor one says "chemical-resistant gloves." Section 4 will specify extended eye flushing. Red flags in a safety data sheet

  • No revision date in Section 16. You cannot tell whether it reflects the current formulation.
  • Sections renumbered, merged or out of order. Non-conforming on its face.
  • Section 2 disagrees with the container label. One of the two is wrong; find out which.
  • "Wear suitable protective equipment" with no material named. Common, and it shifts the selection burden onto you.
  • Section 3 hides everything behind "proprietary blend." Trade-secret protection is legitimate, but it should not obscure every hazardous ingredient.
  • A blank Section 8 with a Danger signal word in Section 2. Internally inconsistent, and the one combination worth escalating immediately.

Frequently asked questions about reading a safety data sheet

How many sections does a safety data sheet have?

Sixteen, always in the same order, under Appendix D to OSHA's Hazard Communication Standard. The fixed order is deliberate โ€” it means the same information lives in the same place on every sheet, regardless of manufacturer.

What is the difference between an SDS and an MSDS?

The MSDS was the older, unstandardised format that manufacturers laid out however they chose. The SDS replaced it when OSHA adopted the GHS structure, fixing the 16 sections and their sequence. If you are still holding MSDS-format documents, they are out of date.

Which SDS section tells you what PPE to wear?
