What to check before you buy

One lock, one key, one worker
Under OSHA 1910.147 each authorized employee applies their own lock, and only that employee removes it. Shared or master-keyed locks defeat the purpose.
Devices must be durable and identifiable
Lockout devices have to withstand the environment they are used in and must identify the worker who applied them. A padlock with no identification does not meet the standard.
Verify the isolation
Applying the device is not the end. The standard requires verifying that the energy has actually been isolated and dissipated before work begins.
Stored energy counts
Springs, hydraulic and pneumatic pressure, capacitors, elevated components and thermal energy all have to be released or restrained, not just the electrical supply.
