Are wheel chocks required by OSHA?
Short answer: Yes, in three specific situations. 29 CFR 1910.178(k)(1) requires brakes set and chocks under the rear wheels of a highway truck being boarded by a forklift. 1910.178(m)(7) requires brakes set and wheel blocks in place during loading or unloading of trucks, trailers or railroad cars. 29 CFR 1926.600(a)(3)(ii) requires equipment parked on an incline to have wheels chocked and the parking brake set. Outside those, chocking is best practice rather than a citation.

A wheel chock is a wedge of rubber that costs less than a pair of gloves and prevents one of the more spectacular ways a warehouse can hurt someone: a trailer walking away from a dock while a forklift is inside it. This guide covers what the standards actually require, how to size a chock properly, and the distinction between a vehicle wheel chock and a pallet-jack chock โ two products that look similar, get sold together, and do entirely different jobs.
Why this matters.
Trailer creep is a slow failure. Each time a loaded forklift drives into a trailer and stops, it transfers a small horizontal push; over a shift, the trailer walks incrementally away from the dock face. Nobody sees it happen. The failure is discovered when a forklift's front wheels drop into the gap with a driver on board and several thousand pounds of load above them. The chock is not paperwork โ it is the only thing between a normal shift and that outcome.

Two things in that table are easy to miss. The railroad-car wording is broader than the truck wording โ (k)(2) and (k)(4) permit "wheel stops or other recognized positive protection," while (k)(1) names chocks specifically for highway trucks. And (m)(7) carries a second duty in the same sentence: the flooring of trucks, trailers and railroad cars must be checked for breaks and weakness before they are driven onto. Chocking and floor inspection are one combined obligation, and a dock audit that checks only the chock has done half of it.
Note what these have in common: the chock is always paired with the brake, never a substitute for it. And note the trap in 1910.178(m)(7) โ an uncoupled semitrailer can nose-dive under forklift load regardless of chocking, which is why the standard mentions fixed jacks in the same breath. Chocking a trailer whose landing gear is inadequate solves the rolling problem and leaves the tipping one.

Sizing: the quarter-diameter convention, and what really governs
The widely used industry rule of thumb is that a chock should stand roughly one quarter of the tire's diameter. Divide tire diameter by four and treat the result as a minimum height. It is a convention rather than a regulatory figure, and it is a reasonable starting point โ but three variables override it:
- Vehicle weight. The chock must be rated for the gross vehicle weight it is holding. An undersized chock does not slide; it deforms or splits, usually at the moment of peak load.
- Grade. On a slope, the horizontal force the chock resists rises quickly. Dock aprons are commonly graded for drainage, so "flat" yards frequently are not.
- Surface. A chock is a friction device before it is a wedge. On ice, loose gravel, diesel-slick concrete or steel plate, the limiting factor is the grip between chock and ground, not the chock's height. This is where rope-equipped and cleated designs earn their price.
One placement detail that undoes all of the above: a chock resting even a fraction of an inch off the tire lets the tire accelerate into it. Contact must be firm, against the tread, before the operator walks away.
Vehicle wheel chocks and pallet-jack chocks are not the same product
These are sold side by side and the naming blurs them, but they solve different problems and are not interchangeable.

If a dock supervisor sends someone for "a chock" and they return with a pallet-jack stopper, the trailer is unchocked and everyone believes it is chocked. Store them separately and label the racks.
Chocks or a trailer restraint at a fixed dock?
A powered trailer restraint that engages the rear impact guard removes the two failure modes chocks cannot cover: a chock placed badly, and a driver pulling away while a forklift is still inside. Restraints interlock with dock lights, which chocks do not.
Chocks remain the right answer for yards without restraints, for trailers whose rear guard a restraint cannot engage, as backup where a restraint has faulted, and for any vehicle parked on a grade. Most operations run both, with a written rule about which is primary. The failure to avoid is a site that has restraints and therefore stopped buying chocks โ leaving nothing for the trailer the restraint cannot hold.
Placing a chock so it actually works
- Confirm the brakes are set first. Every one of the three standards pairs the chock with the brake. A chock is a secondary control.
- Chock the rear wheels of a highway truck at a dock โ 1910.178(k)(1) names the rear wheels specifically.
- Use them in pairs, on both sides of the same axle, so the vehicle cannot pivot on one held wheel.
- Push each chock into firm contact with the tread. Any gap is a run-up. This is the step most often skipped.
- Chock the downhill side on a grade, and on any noticeable slope treat the chock as load-bearing rather than a formality.
- Use the rope or handle to place and retrieve. It keeps hands out from under the tire and stops the chock being kicked into position with a boot, which is how they end up seated badly.
- Make removal a controlled act. Trailer creep is dangerous; a trailer released while a forklift is inside is worse. Removal should belong to a communication procedure โ dock lights, a key exchange, or a written release โ not to whoever happens to be nearest.
- Inspect and retire. Rubber degrades under UV, diesel and temperature swing. A chock that is cracked, glazed, oil-soaked or has lost its cleats has lost its friction and should be replaced, not kept "for light duty."

Can I use a pallet jack chock on a trailer?
No. A pallet-jack chock is a low, long stop designed for the small hard wheels of a manual jack. It is neither sized nor rated for a highway vehicle and does not satisfy 1910.178(k)(1). Store the two types separately so they cannot be confused.
Are trailer restraints better than chocks?
At a fixed dock, generally yes โ a powered restraint engages the rear impact guard, removes the risk of a badly placed chock, and interlocks with dock lights so a driver cannot pull away unsignalled.
