OSHA Safety Sign Requirements (2026 Guide)

What does OSHA actually require on a safety sign?

Short answer: OSHA sets sign rules in two places โ€” 29 CFR 1910.145 for general industry and 29 CFR 1926.200 for construction. Both name specific sign classes, specific colors, and specific wording duties. Since a 2013 direct final rule, both also accept ANSI Z535-format signs as an alternative to OSHA's legacy 1967/1968 layouts. The trap is that OSHA incorporated named editions of ANSI โ€” editions that are now two to three revisions behind what sign vendors sell as "current ANSI compliant."

Safety signage is one of the few compliance areas where a purchasing decision is the compliance decision. A safety manager who orders the wrong sign format has not merely bought an ugly placard โ€” they have posted a document that an OSHA compliance officer will read against a specific paragraph of the Code of Federal Regulations. This guide covers what OSHA safety sign requirements actually say, class by class and color by color, for safety managers, procurement teams, facility engineers, and construction superintendents.

The primary authorities are 29 CFR 1910.145, Specifications for accident prevention signs and tags, and 29 CFR 1926.200, Accident prevention signs and tags. Everything below is quoted or paraphrased from those sections as currently codified, plus the OSHA color code at 1910.144 and the exit-route marking rules at 1910.37.

Why this matters.
Sign requirements are cited under the same penalty structure as any other standard. For 2026, OSHA's maximum penalty is $16,550 per serious violation and $165,514 per willful or repeat violation. Signage citations are rarely standalone โ€” they arrive attached to the hazard the missing sign failed to communicate, which is what converts a $16,550 line item into a multi-item inspection. The cheapest hour a facility can spend is the one that walks the plant against the tables below.

Two rulebooks, and you are probably subject to only one

The first question is not "what color is a danger sign" but "which standard applies to this worksite."

  • General industry โ€” manufacturing, warehousing, distribution, healthcare, food processing, utilities. Governed by 1910.145. Accident prevention tags under 1910.145(f) explicitly exclude construction and agriculture, per 1910.145(f)(1)(ii).
  • Construction โ€” governed by 1926.200, which has a longer list of sign categories than 1910.145, including exit signs, directional signs, and traffic-control signs that general industry handles under other standards.

A single employer can be subject to both. A manufacturer that hires a contractor to re-roof its plant has a 1910 facility with a 1926 project inside it, and the signage on the roof project answers to 1926.200 while the signage on the production floor answers to 1910.145.

The three sign classes OSHA names โ€” and the one it does not

29 CFR 1910.145(c) defines exactly three classes of sign. This is the single most misunderstood point in facility signage.

Danger 1910.145(c)(1) Indicates "immediate danger and that special precautions are necessary." The standard permits no design variation for signs warning of specific dangers and radiation hazards.
Caution 1910.145(c)(2) Used only to warn against potential hazards or to caution against unsafe practices. Employees must be instructed that caution signs indicate a possible hazard against which proper precaution should be taken.
Safety instruction 1910.145(c)(3) Used where there is a need for general instructions and suggestions relative to safety measures.
Warning โ€” not a sign class โ€” 1910.145(c) does not define a "Warning" sign. OSHA defines a Warning tag at 1910.145(f)(7), and the ANSI four-level system that includes WARNING becomes available through the alternative route described below โ€” but the base OSHA sign taxonomy has three classes, not four.

That last row is worth dwelling on, because almost every sign catalogue on the market sells a "WARNING" sign in the OSHA section. It is not a forbidden sign. It is a sign whose legitimacy comes from the ANSI consensus standard OSHA later accepted, not from the three classes 1910.145(c) enumerates. Sign colors, exactly as the standard specifies them

1910.145(d) specifies color by class, referencing color tables in ANSI Z53.1-1967 or ANSI Z535.1-2006(R2011).

Two design duties travel with the colors and are easy to fail on a custom order:

  • 1910.145(d)(1) โ€” signs must have rounded or blunt corners and be free from sharp edges, burrs and splinters, with fastening devices positioned so they do not themselves become a hazard. A sharp-cornered aluminium blank at head height in a narrow aisle is a defect in the sign, not just in its placement.
  • 1910.145(e)(2) โ€” sign wording must be "easily read and concise," should contain "sufficient information to be easily understood," should make a positive rather than negative suggestion, and must be "accurate in fact." That last phrase is the one that catches copied-and-pasted legacy signs referencing standards, PPE or equipment the site no longer uses.

Separately, 1910.144 sets a color code for marking physical hazards rather than signs. Red is the basic color for fire protection equipment, for danger (safety cans and other portable containers of flammable liquids; red lights at barricades and temporary obstructions), and for stop functions โ€” emergency stop bars and stop buttons on hazardous machines. Yellow is the basic color for designating caution and for marking physical hazards such as striking against, stumbling, falling, tripping and "caught in between."

The 2013 rule that legalised ANSI Z535 signs โ€” and the edition trap

On June 13, 2013 OSHA published a direct final rule, Updating OSHA Standards Based on National Consensus Standards; Signage (78 FR 35559), which took effect September 11, 2013 and was followed by a correcting amendment on November 6, 2013. It updated the ANSI references in 1910.97, 1910.145, 1910.261 and 1926.200, and it is the reason a modern ANSI Z535-format sign is acceptable to OSHA at all.

Here is the part sign vendors rarely print. OSHA did not incorporate "ANSI Z535." It incorporated named editions, and those editions are frozen in the regulatory text while ANSI has kept revising.

Three consequences follow, and they are the reason this page exists:

  1. "ANSI compliant" on a product page is not the same claim as "OSHA compliant." A sign built to Z535.2-2023 is built to a standard OSHA has not named. In practice a current-edition Z535 sign communicates hazards at least as well as the 2011 edition and is very unlikely to draw a citation on format alone โ€” but if you are writing a compliance file, the defensible sentence cites the OSHA paragraph and the edition it names.
  2. The construction incorporation is broader than the general-industry one. 1926.200 names Z535.2, the standard that actually governs facility sign layout and the four-level signal-word system. 1910.145 names Z535.1, which governs colors. Read literally, a construction site has clearer authority to use a four-level ANSI sign set than a general-industry plant does.
  3. The legacy option never went away. OSHA said "or," not "instead of." A 1967-format danger sign is still compliant. Facilities do not need to rip down a working sign set to chase an edition number.

Accident prevention tags: what 1910.145(f) recognises

Tags are the temporary half of the system โ€” used, in OSHA's framing, to warn of an existing hazard until it is eliminated or the equipment is returned to service. General criteria at 1910.145(f)(4): every tag must carry a signal word and a major message; it must be legible at a minimum distance of five feet; and it must be attached by string, wire or adhesive in a way that prevents unintentional removal.

Tags are also the connective tissue to energy control. Construction sites read a different table

1926.200 covers more ground than its general-industry counterpart, and the color specifications differ in detail.

Where sign duties hide outside 1910.145

Auditing only 1910.145 will miss most of a facility's actual signage obligations. The requirements are scattered.

Exit routes โ€” 1910.37(b)

The general-industry exit rules share their letter dimensions with 1926.200(d) but go further on illumination and on marking the route. Each exit must be clearly visible and marked by a sign reading "Exit" (1910.37(b)(2)). The lettering must be at least six inches (15.2 cm) high with principal strokes at least three-fourths of an inch (1.9 cm) wide (1910.37(b)(7)). Each exit sign must be illuminated to a surface value of at least five foot-candles (54 lux) by a reliable light source and be distinctive in color; self-luminous or electroluminescent signs must have a minimum luminance of 0.06 footlamberts (0.21 cd/mยฒ) (1910.37(b)(6)). Where the way to the nearest exit is not immediately apparent, directional signs must be posted along the exit access (1910.37(b)(4)) โ€” and a door or passage that could be mistaken for an exit must be marked "Not an Exit" or identified by a sign indicating its actual use (1910.37(b)(5)).

Exit signage is the layer that only earns its keep during an evacuation, which is why it belongs in the same review as your OSHA emergency action plan requirements.

Aisles and passageways โ€” 1910.176(a)

This one is routinely miscited. The duty to mark aisles does not live in 1910.22. It is in the materials-handling standard: "Permanent aisles and passageways shall be appropriately marked" (29 CFR 1910.176(a)), which applies where mechanical handling equipment is used. Note what the sentence does not contain: any color, any line width, any material. OSHA specifies the duty and leaves the execution to the employer.

Hazard communication โ€” 1910.1200

Container labels and pictograms are a separate regime with its own six required elements and its own signal-word logic, which resembles but is not identical to the facility-sign hierarchy. Permit spaces โ€” 1910.146

Permit-required confined spaces carry their own posting duty: the employer must inform exposed employees of the existence, location and danger of the space, and posting a danger sign is the standard's named example of how. Detail in permit-required confined space requirements.

Temporary wet-floor and housekeeping hazards

Worked example: auditing signage in a 40,000 sq ft distribution centre

A practical sequence a safety manager can run in a single walk, in the order that finds the most defects fastest.

  1. Start at the exits, not the hazards. Measure one exit sign's letter height. If it is under six inches, the whole set was probably bought to a building-code spec rather than 1910.37(b)(7), and every sign in the building is suspect. Check illumination is present and functioning on each.
  2. Walk the exit access backwards from each exit. At every point where a person could turn the wrong way, confirm a directional sign is in the line of sight. Mark every door that reads as an exit but is not โ€” electrical rooms, mezzanine stairs, dock offices โ€” and confirm each carries "Not an Exit" or a use identification.
  3. Photograph every Danger sign and check it against 1910.145(c)(1). A Danger sign on a hazard that is merely potential is a wording defect under 1910.145(e)(2) and it degrades the credibility of the genuine Danger signs nearby.
  4. Check every sign for factual currency. Signs naming a superseded standard, a discontinued respirator cartridge, or a PPE rule the site has since changed fail the "accurate in fact" duty. This is the highest-yield step in most facilities.
  5. Inspect the permanent aisle markings against 1910.176(a) โ€” present, continuous, and still visible under traffic wear. Color is your choice; presence is not.
  6. Pull the tag stock. Confirm tags carry both a signal word and a major message, are legible at five feet, and attach in a way that resists unintentional removal (1910.145(f)(4)).
  7. Reconcile against the hazard register. Every hazard with a control that depends on a person reading something should map to a posted sign; every posted sign should map to a live hazard. Signs with no hazard behind them are the ones that teach people to stop reading signs.

Where a meaningful share of the workforce does not read English, a bilingual sign or a pictogram-led ANSI-format sign is usually the practical route to satisfying that duty.

What must an accident prevention tag contain?

Can I use my old 1967-format signs, or must I switch to ANSI?

Does a sign have to be in a specific place to count?

The standards speak to conspicuousness rather than measured distances. 1910.145(e)(2) requires wording that can be easily read and understood, which in practice means placement where an approaching worker sees the sign before entering the hazard, at an angle and height that survives normal obstruction by racking, pallets and parked equipment.

Do custom safety signs still have to follow the standard?

How often should safety signs be reviewed?

There is no federal interval. The practical trigger is the "accurate in fact" duty at 1910.145(e)(2): review whenever a process, chemical, PPE rule or referenced standard changes, and sweep the whole set at least annually. Sun-faded, over-painted or damaged signs fail on legibility regardless of when they were last audited.
