Reading a NIOSH rating: what N95 actually promises

A NIOSH approval under 42 CFR Part 84 encodes two separate things, and people routinely read only one of them. The letter is about oil, not efficiency: N is not oil-resistant, R is oil-resistant for a single shift, P is oil-proof. The number is filtration efficiency against the test aerosol — 95, 99 or 100 (99.97%). So an N95 and a P95 filter the same; they differ on whether oil mist is present. Choosing an N-series in an oil-mist atmosphere is the common and expensive mistake.

The second number that matters is not printed on the mask at all. Under OSHA 1910.134 Table 1, a filtering facepiece is a half-mask and carries an Assigned Protection Factor of 10 — it is rated for exposures up to ten times the permissible limit, and no further, whatever the filter efficiency. An N100 does not buy a higher APF than an N95; it buys better filtration inside the same tenfold envelope. Above 10× the limit you need a elastomeric half-mask (also APF 10 but with replaceable cartridges) or a full-face respirator at APF 50.

And the rating only exists if the mask seals. 1910.134(f) requires fit testing before first use and at least annually, and the standard is explicit that facial hair crossing the sealing surface disqualifies a tight-fitting respirator. A correctly chosen N100 on a bearded face protects nobody, and no filter efficiency compensates for a leak. A disposable respirator is also part of a written program where one is required — medical evaluation, training and change-out are all part of 1910.134, not optional extras around the edges of buying the right mask.

Does the exhalation valve change the protection?

No — and this is worth being precise about, because the valve is the most visible difference in this line and the least consequential to the wearer's protection. A Cool Flow or similar valve opens on exhale to vent warm, humid air. It makes a mask tolerable for longer in heat and reduces eyewear fogging. It does not change the filter, the NIOSH rating or the APF: a valved N95 and an unvalved N95 protect the wearer identically.

That is comfort, not protection: it carries no NIOSH gas rating and must never be specified where an actual vapour exposure exists.
