What to check before you buy
On a scaffold the structure is the control, not a consumable. A supported scaffold with a height-to-base-width ratio over 4:1 has to be restrained from tipping by guying, tying or bracing under 29 CFR 1926.451(c)(1), and 29 CFR 1926.451(g)(1) requires fall protection for anyone working more than 10 feet above a lower level. A competent person inspects it before each work shift. Check the published capacity covers workers plus tools plus material, and that the platform is fully planked.
