Why this matters.
OSHA's respiratory protection standard is unambiguous โ€” 1910.134(d)(1)(ii) requires employers to select "a NIOSH-certified respirator" โ€” and citations attach to the employer, not the mask. A crew wearing authentic, well-fitting FFP2s is still a compliance failure on a US site, exactly as a crew wearing NIOSH N95s fails a CE-based inspection in Rotterdam. The certifications protect equally well; they just don't travel. Knowing the translation table turns that legal wall into a five-minute purchasing fix.

When respirator use is required in a US workplace, OSHA 1910.134 obliges the employer to provide NIOSH-certified equipment inside a full program โ€” written procedures, medical evaluation, annual fit testing, training, and maintenance. The COVID exception, and why it's gone

During the 2020 supply crisis, federal agencies temporarily allowed certain foreign-certified respirators โ€” FFP2s, KN95s, P2s among them โ€” into US healthcare and occupational use under emergency authorizations and enforcement discretion. Those accommodations were wound down as NIOSH-approved supply recovered, and the standing rule reasserted itself: required occupational use means NIOSH certification, full stop. The episode still matters for buyers because it seeded the US market with foreign-certified inventory and the lingering impression that "FFP2 is basically approved here." It performs in the same tier; it is not approved.

The translation table: what to buy instead

The engineering equivalences below are the same ones NIOSH's international guidance recognizes for non-oil particulates. The right-hand column is the purchasing answer for a US program:

Note the FFP3 row carefully โ€” it answers the most-asked version of this question. FFP3's 99% minimum sits at the NIOSH N99 tier, not P100; the P100's 99.97% actually exceeds it. Voluntary use: where FFP2s are fine

Outside required occupational protection, the calculus changes.
