Aerial Lift and Scissor Lift Fall Protection Requirements
Do you need a harness in an aerial lift or a scissor lift?
Short answer: It depends on the machine, and OSHA treats them differently. In a boom lift (an aerial lift under 29 CFR 1926.453), every occupant must be tied off to the boom or basket โ a harness with a short lanyard or a body belt used for restraint (1926.453(b)(2)(v) and its 1998 note). "Do I have to tie off in the lift?" produces more conflicting jobsite answers than almost any fall protection question, because the true answer changes with the machine class, the rulebook (construction vs general industry), and the manufacturer's manual. Why this matters.
Boom-lift ejection is the scenario the tie-off rule exists for: a basket that whips when the machine is struck, drops a wheel, or catches a structure can launch an unattached occupant over rails that stayed perfectly intact. OSHA's 1926.453(b)(2)(v) makes attachment in boom-type lifts unconditional โ and its companion rule (b)(2)(iv) prohibits the improvisations (standing on rails, planks in the basket) that put workers outside the protection entirely.
Which machines 1926.453 covers (and the one it doesn't)
1926.453(a)(1) scopes the aerial-lift rule to vehicle-mounted devices per ANSI A92.2-1969: extensible boom platforms, aerial ladders, articulating boom platforms, vertical towers, and combinations. Read that list twice: scissor lifts are not on it. OSHA regulates scissor lifts in construction under the scaffold standard (1926.451) as mobile supported scaffolds โ a distinction OSHA has confirmed in interpretation letters and one this site had to correct in its own pillar. The machine class, not the brand name on the platform, decides which rulebook you are in.
Boom lifts: tie-off is unconditional
For machines inside 1926.453's scope, paragraph (b)(2)(v) is blunt: "A body belt shall be worn and a lanyard attached to the boom or basket when working from an aerial lift." The attached Note updates the hardware: since January 1, 1998, body belts are not acceptable for fall arrest โ but "the use of a body belt in a tethering system or in a restraint system is acceptable and is regulated under ยง 1926.502(e)." In practice that gives boom-lift occupants two compliant configurations:
- Restraint (the preferred setup): a full-body harness โ or a body belt โ with a lanyard short enough that the occupant cannot leave the basket at all. Restraint avoids both the fall and the clearance problem, and it removes the prompt-rescue obligation that attaches to arrest systems (see fall rescue plan requirements).
- Arrest: a full-body harness with an energy-absorbing lanyard or a suitable SRL. This works only when the numbers work โ a basket anchor is at or below D-ring height, so free fall grows and total clearance below the basket must cover it. General industry mirrors the duty in modern language: 1910.67(c)(2)(v) requires "a personal fall arrest or travel restraint system that meets the requirements in subpart I... worn and attached to the boom or basket when working from an aerial lift."
Scissor lifts: the guardrails are the system
Because a scissor lift is treated as a mobile scaffold in construction, its fall protection comes from the scaffold rules: guardrail systems on the platform. OSHA's 2000-08-14 interpretation puts it plainly for lift devices in this class โ employees must either be tied off or protected by guardrails that meet the scaffold standard's requirements. With the rails intact, chains latched, and gate closed, OSHA requires no harness on a scissor lift. Tie-off enters the picture when:
- the manufacturer's manual requires it โ the manual is enforceable operating instruction, and several manufacturers specify attachment points and rules for their platforms;
- the guardrails are compromised โ a lowered rail section, an open gate, or work through a rail opening removes the system the rule relies on;
- the occupant could leave the protected platform โ any technique that puts a worker's feet above or outside the rails abandons the guardrail system entirely.
One caution the other direction: if a harness is used on a scissor lift, anchor only to a manufacturer-designated point. Improvised tie-offs to rails not rated as anchorages add hazard rather than protection.
The stand-on-the-floor rule
Both rulebooks contain the same sentence, and it does more work than any hardware: "Employees shall always stand firmly on the floor of the basket, and shall not sit or climb on the edge of the basket or use planks, ladders, or other devices for a work position" โ 1926.453(b)(2)(iv) and 1910.67(c)(2)(iv). A ladder in the basket, a foot on the midrail, a knee on the top rail to reach "just a little further" โ each one is a citable act on its own, tie-off or not. The fix for insufficient reach is repositioning the machine or specifying a taller one, never improvising height inside the platform.
The modern MEWP standards: A92.20 / A92.22 / A92.24
The consensus standards that govern current machines replaced the old machine-by-machine A92 documents with the MEWP (mobile elevating work platform) suite: ANSI A92.20 (design), A92.22 (safe use), and A92.24 (training). Two classifications matter to fall protection:

Anchor points: use the ones the machine gives you
Boom and scissor platforms with attachment provisions have designated anchorages โ engineered points identified in the manual, usually at floor level or on the basket structure. Three rules of thumb, each traceable:
- Attach to the boom or basket โ that is the regulation's own wording (1926.453(b)(2)(v)), and the manual tells you exactly where on it. Rails are not anchors unless the manufacturer designates them.
- Do not belt off to adjacent structure while working from the lift. A lanyard tied to the building couples the occupant to two independently moving systems; OSHA's 2000-08-14 letter frames the objective as an anchor and lanyard "arranged so that the employee is not potentially exposed to falling any distance" โ an arrangement a building tie-off from a movable basket defeats. - Mind the anchor height in clearance math. Worked example: outfitting a two-person boom-lift crew
A facilities contractor is putting two workers in a 60-ft articulating boom. Here is the compliant setup, built from gear reviewed on this site:
- Confirm the machine class. Articulating boom = 1926.453 aerial lift (Group B MEWP) โ tie-off is mandatory for both occupants, per (b)(2)(v).
- Choose restraint. The work stays within reach of the basket, so each worker gets a full-body harness (fitted per how to put on a safety harness) and a short adjustable lanyard from the lanyard collection, set so neither can reach a position from which they could leave the basket.
