What OSHA requires of the facility
29 CFR 1910.141 sets the baseline: toilet facilities scaled to the number of employees, washing facilities with hot and cold running water, soap and a means of drying, and potable water for drinking. Housekeeping must keep the workplace clean and free of accumulation, and waste containers used for putrescible material must be leak-proof with tight-fitting covers and emptied often enough to avoid nuisance or odour. These are the requirements a specification has to satisfy first; product preference sits on top of them, not instead of them.
How to decide: consumption rate beats unit price
