The NIOSH Criteria for Recommended Standard (98-126) recommends derate the labeled NRR based on protector type:

  • Earmuffs: derate 25% → multiply (NRR − 7) by 0.75
  • Formable (roll-down foam) earplugs: derate 50% → multiply (NRR − 7) by 0.50

NIOSH updated this guidance in 2025: it now recommends individual quantitative hearing-protector fit testing (a personal attenuation rating) instead of the 1998 derating factors, and OSHA’s February 2026 Safety and Health Information Bulletin confirms a PAR cannot replace the NRR when selecting protectors — employers must still use an Appendix B method.

OSHA 29 CFR 1910.95 requires a hearing conservation program when workers are exposed to ≥85 dB(A) TWA.
