Competent Person vs Qualified Person vs Authorized Person in Fall Protection
Who counts as a competent person, a qualified person, or an authorized person in fall protection?
Short answer: OSHA defines all three at 29 CFR 1926.32: a competent person can identify fall hazards and has the employer's authority to correct them promptly (1926.32(f)); a qualified person has the degree, certificate, professional standing, or extensive knowledge and experience to solve technical problems โ like designing anchorages and horizontal lifelines (1926.32(m)); an authorized person is simply someone the employer approves for a specific duty or location (1926.32(d)). These are employer designations, not certifications โ no OSHA card makes someone a competent person.

Nearly every duty in OSHA's construction fall protection rules โ 29 CFR 1926 Subpart M โ is assigned to a named role rather than to "someone on the crew." A harness that arrested a fall cannot go back into service until a competent person clears it. A horizontal lifeline cannot be installed except under a qualified person's supervision. A fall protection plan under 1926.502(k) must be prepared by a qualified person. This guide is written for safety managers, foremen, and program administrators who need to know which role each rule demands, what each role legally means, and who on their roster can hold it. Why this matters.
Assigning the wrong role is a citable failure even when the hardware is perfect. If the person who "inspected" an impact-loaded harness lacked authority to pull gear from service, the 1926.502(d)(19) determination never legally happened; if nobody with 1926.32(m) qualifications signed off on a non-certified anchorage, the 5,000-lb alternative in 1926.502(d)(15) was never available. Fall protection remains among OSHA's most-cited construction standards year after year, and role-assignment gaps are a recurring thread in those citations.

Two consequences follow. First, one person can hold more than one role โ a site superintendent is often both the competent person for daily inspections and the authorized person for the work area. Second, none of these roles is created by a certificate. Training builds the capability, but the designation comes from the employer, and OSHA judges it against the definition after the fact.
Where Subpart M requires a competent person
The construction fall protection rules hand the competent person four recurring jobs:
- Clearing impact-loaded equipment. Under 1926.502(d)(19), any personal fall arrest component subjected to impact loading comes out of service immediately and "shall not be used again for employee protection until inspected and determined by a competent person to be undamaged and suitable for reuse." - Serving as the safety monitor. Where a safety monitoring system is used on low-slope roofing, 1926.502(h)(1) requires the employer to "designate a competent person to monitor the safety of other employees" โ on the same surface, within sight, close enough to talk, and with no competing duties.
- Scaffold erection and dismantling calls. 1926.451(g)(2) makes a competent person responsible for determining the feasibility and safety of fall protection for scaffold erectors and dismantlers.
- Delivering training. 1926.503(a)(2) requires each exposed employee to be trained "by a competent person qualified in" the fall hazard and system topics listed there โ the one place the standard explicitly fuses the two vocabularies.
The exception everyone gets wrong: before-use harness checks
The daily pre-use inspection under 1926.502(d)(21) belongs to the user, not the competent person. OSHA said so directly in its December 18, 2003 interpretation letter: the before-each-use inspection need not be performed by a competent person, and an annual competent-person inspection in place of before-use checks would violate the standard. The documented periodic inspection by a competent person is an ANSI/ASSP Z359.2 program element and a manufacturer instruction โ real obligations, but consensus-standard and manufacturer ones, not 1926.502 text.
Where Subpart M requires a qualified person
The qualified person owns the engineered decisions โ the places where somebody has to do load math:
- Horizontal lifelines. 1926.502(d)(8): HLLs "shall be designed, installed, and used, under the supervision of a qualified person, as part of a complete personal fall arrest system, which maintains a safety factor of at least two." - Non-certified anchorages. The famous 5,000-lb rule has a second path: 1926.502(d)(15) accepts an anchorage "designed, installed, and used... as part of a complete personal fall arrest system which maintains a safety factor of at least two; and under the supervision of a qualified person." - Fall protection plans. Where conventional protection is infeasible for leading-edge, precast, or residential work, the alternative plan "shall be prepared by a qualified person" and any change to it approved by one โ 1926.502(k)(1)โ(2).
Notice the pattern: the competent person patrols the jobsite as it exists; the qualified person designs what the jobsite is allowed to rely on.
The authorized person: smallest definition, real function
"Authorized person" carries no skill requirement at all โ it marks who the employer has approved for a duty or a location (1926.32(d)). In a fall protection program it typically labels the workers permitted inside a controlled access zone, permitted to use a particular system, or permitted on the exposed surface. Consensus practice (ANSI/ASSP Z359.2, the fall protection program standard) builds on the same three-tier vocabulary: authorized persons use the systems, competent persons run and inspect the program, qualified persons engineer it. Worked example: staffing the roles for a roof-anchor job
A contractor is setting up fall arrest for a re-roofing crew using gear from this site's fall protection lineup. Here is who does what:
- Qualified person โ anchorage decision. The structure has no certified anchor, so the 2:1 engineered route under 1926.502(d)(15) applies: a qualified person evaluates the ridge framing before a roof anchor is fastened, following the selection logic in fall protection anchor requirements.
- Competent person โ system checks. Before work, the designated competent person verifies the installed anchor, confirms each worker ran the pre-use check from the harness inspection checklist, and confirms clearance below each tie-off point using how to calculate fall clearance.
