How to read an intrinsically safe marking — the four things that have to match
OSHA puts the obligation in one sentence at 29 CFR 1910.307(c)(2)(i): "Equipment shall be approved not only for the class of location, but also for the ignitable or combustible properties of the specific gas, vapor, dust, or fiber that will be present." The note to that paragraph adds that "NFPA 70, the National Electrical Code, lists or defines hazardous gases, vapors, and dusts by 'Groups' characterized by their ignitable or combustible properties." Paragraph (c)(2)(ii) then requires that "Equipment shall be marked to show the class, group, and operating temperature or temperature range, based on operation in a 40-degree C ambient, for which it is approved. The temperature marking may not exceed the ignition temperature of the specific gas or vapor to be encountered." Four elements, all of which have to clear your area's classification.
Class — what kind of hazard is in the air
OSHA defines the three classes at 29 CFR 1910.399. Class I locations "are those in which flammable gases or vapors are or may be present in the air in quantities sufficient to produce explosive or ignitable mixtures." Class II locations "are those that are hazardous because of the presence of combustible dust." Class III locations "are those that are hazardous because of the presence of easily ignitable fibers or flyings, but in which such fibers or flyings are not likely to be in suspension in the air in quantities sufficient to produce ignitable mixtures." A light listed only for Class I gases has no approval in a grain elevator.
Division — how often the hazard is actually there
Under 1910.399 a Class I, Division 1 location is one "in which ignitable concentrations of flammable gases or vapors may exist under normal operating conditions", or frequently because of repair, maintenance or leakage, or where equipment failure could release ignitable concentrations and simultaneously fail the electrical equipment. A Class I, Division 2 location is one where the hazardous material is "normally confined within closed containers or closed systems from which they can escape only in the event of accidental rupture or breakdown", or where ventilation normally prevents ignitable concentrations, or which is adjacent to a Division 1 location. Division 1 is the harder approval. A Division 1 light works in a Division 2 area; the reverse is not true, which is the single most important line in this guide and the reason the Streamlight 90044 Survivor X USB ranks tenth here despite being the brightest light in the field.
Group — the specific gas or dust, and the letters that get skipped
Groups are where two lights that both say "Division 1" stop being equivalent. The Class I gas groups are lettered A to D and the Class II dust groups E to G, and OSHA's Combustible Dust National Emphasis Program (CPL 03-00-006) defines the dust groups directly: Group E is "atmospheres containing combustible metal dusts, including aluminum, magnesium, and their commercial alloys"; Group F is "atmospheres containing combustible carbonaceous dusts that have more than 8 percent total entrapped volatiles"; Group G is "atmospheres containing other combustible dusts, including flour, grain, wood flour, plastic and chemicals."
Two practical consequences follow. First, the two brands in this guide write the same coverage differently: Streamlight prints "Class I, II, Division 1, Groups A, B, C, D, E, F, G; Class III" as one line, while Nightstick splits it into "CLASS I DIV 1: GRPS A-D" plus "CLASS II & III DIV 1: GRPS E-G". Those are the same envelope, and a buyer comparing the two formats side by side often assumes the Nightstick is narrower. It is not. Second — and this is where money gets wasted — some lights genuinely do skip letters. Temperature code — the surface the light is allowed to reach
The T-code caps the maximum surface temperature the equipment may reach, and 1910.307(c)(2)(ii) is explicit that it "may not exceed the ignition temperature of the specific gas or vapor to be encountered." Most lights here are marked T4 for Class I and T135°C for Class II and III. The Nightstick XPP-5453G is the exception at T3C and T160°C. A higher permitted temperature is a narrower approval: it clears fewer atmospheres, because more gases have ignition temperatures below the higher figure. Note also that the Class I marking uses a code letter while the Class II and III marking states a temperature in degrees — the two are published separately for a reason and should not be read across.
Zone, AEx, ATEX and IECEx — the parallel scheme, and what it is not
OSHA permits an alternative to the division system at 1910.307(g)(1): "Employers may use the zone classification system as an alternative to the division classification system for electric and electronic equipment and wiring for all voltage in Class I, Zone 0, Zone 1, and Zone 2 hazardous (classified) locations." A marking like "Class I Zone 0 AEx ia IIC T3 Ga" is that North American zone scheme. It is not the same thing as ATEX, which is the separate European conformity scheme, or IECEx, the international one. A light can hold the AEx zone marking with no ATEX certificate at all. "MSHA permissible" is a different approval from "intrinsically safe"

How to choose an intrinsically safe flashlight — the order to check things in
Start with the area classification, not the light. Someone at your site owns the classification drawings — the Class, the Division or Zone, and the Group of the specific material present. Every question below is answered against that document, and if it does not exist yet, no purchase in this guide is defensible.
Then check Division before anything else. A Division 1 light covers a Division 2 area. A Division 2 light does not cover Division 1, and nothing about its build quality changes that. This one comparison eliminates more wrong purchases than every other criterion combined.
Then read the group letters individually. Not "A through G" as a phrase — the actual letters printed. Two lights in this ranking skip letters that buyers assume are there, and both are excellent products being used outside their listing when that happens.
Then the temperature code, against your material's ignition temperature. 1910.307(c)(2)(ii) makes this a marking requirement, not a preference. T4 clears more atmospheres than T3C.
Then the paperwork scheme. Division, Zone/AEx, ATEX, IECEx, UKCA and MSHA permissible are separate approvals. Buy for the one your site actually asks for, and do not assume that a light carrying one carries the others.
Only then, the light itself. Format (handheld, headlamp, penlight, right-angle), output, runtime, battery chemistry and magnets. This is the fun part and it is also the part that matters least — every light here is a good light, and the ranking above is almost entirely about what each one is allowed to do.
Intrinsic safety is a property of an intact, listed device
OSHA states the permission plainly at 29 CFR 1910.307(c)(1): equipment approved as intrinsically safe "is permitted in any hazardous (classified) location for which it is approved." That approval describes the device as certified — housing intact, lens uncracked, the battery type the manufacturer specifies, assembled as it left the factory. Three habits keep it real. Change batteries only as the manual directs, and never inside the classified area. Use the cell chemistry the listing names, because substituting a different chemistry voids the assumptions the certification was granted against. And retire any unit with a cracked housing, a damaged lens or a deformed battery door, however well it still works — a compromised enclosure is no longer the device that was listed.

What is the best intrinsically safe flashlight overall?
The Streamlight 68750 Dualie 3AA, because it has the widest published listing of any handheld here: Class I, II, Division 1, Groups A through G, Class III, Zone 0 IIC, ATEX, IECEx and MSHA permissible status. Is intrinsically safe the same as explosion proof?
No — they are opposite engineering approaches to the same problem. Intrinsically safe equipment limits circuit energy so it cannot produce an igniting spark or surface temperature; explosion-proof equipment allows ignition inside a heavy enclosure and contains it. Portable lights are almost always intrinsically safe; explosion-proof is the architecture of fixed, wired installations. Division 1 vs Division 2 — which flashlight do I need?
Buy for the division your area is classified as, and remember the asymmetry: a Division 1 light is approved for a Division 2 area, but a Division 2 light is never approved for Division 1. Under 1910.399, Division 1 means ignitable concentrations may exist under normal operating conditions; Division 2 means they are normally confined and appear only through rupture, breakdown or abnormal operation. Nine of the ten lights here are Division 1; the Survivor X USB is Division 2.
Nightstick XPP-5422GMX vs XPP-5422GMXA — which should you buy?
Buy the GMXA if you need ATEX or IECEx documentation, and the GMX if you do not. They share the same North American Division 1 markings, but only the A-suffix model carries the Class I Zone 0 AEx marking, ATEX certification in mining and gas categories, and IECEx. The trade is output: the GMX is brighter at 235 lm spot and 300 lm dual-light, against 210 and 285 for the GMXA. Neither carries MSHA permissible status.
Does a Class I Div 1 flashlight cover combustible dust?
Not on its own. Class I covers flammable gases and vapours; combustible dusts are Class II and easily ignitable fibres and flyings are Class III, and those need their own lines on the marking. Every light in this ranking except the Division-2-only Survivor X USB carries Class II and Class III Division 1 coverage as well, but you should confirm it on the specific model rather than assuming that "Div 1" implies all three classes.
What do the group letters A to G on an IS flashlight mean?
They identify the specific gas or dust the approval covers, characterised by ignition properties. Groups A to D are Class I gases and vapours; Groups E, F and G are Class II combustible dusts. OSHA's Combustible Dust NEP defines Group E as combustible metal dusts including aluminium and magnesium, Group F as carbonaceous dusts with more than 8 percent total entrapped volatiles, and Group G as other combustible dusts including flour, grain, wood flour, plastic and chemicals. 1910.307(c)(2)(i) requires equipment to be approved for the specific material present, so the letters are the part that has to match.
Why does the Streamlight 90540 Survivor list Groups C to G but not A and B?
Because its Division 1 approval covers Groups C, D, E, F and G, while Class I Groups A and B appear on its separate Division 2 line. That is a real limitation, not a printing quirk: in a Division 1 area with a Group A or Group B atmosphere the Survivor Right Angle is outside its listing. For full Division 1 group coverage choose the Dualie 3AA or the 61460 headlamp instead.
Is a T3 light better than a T4 light?
No — a lower temperature code is the more capable approval. The T-code caps the surface temperature the equipment may reach, and 1910.307(c)(2)(ii) requires that marking not exceed the ignition temperature of the gas or vapour present. A cooler cap therefore clears more atmospheres. The XPP-5453G is marked T3C and T160°C, hotter than the T4 and T135°C lights around it, so it is the one to check most carefully against your material.
Does an AEx or Zone 0 marking mean a light is ATEX certified?
No. AEx is the North American zone marking that OSHA permits at 1910.307(g)(1) as an alternative to the division system. ATEX is the separate European conformity scheme and IECEx the international one. A light can carry "Class I Zone 0 AEx ia IIC T3 Ga" with no ATEX certificate at all — the Nightstick XPP-5420G is exactly that case. If your site asks for ATEX, look for an ATEX certificate specifically.
What does MSHA permissible mean, and which of these lights have it?
Permissible is the Mine Safety and Health Administration's approval for equipment used in gassy underground mines, issued with its own approval number and separate from any UL 913 intrinsic-safety listing. Can you change batteries in an intrinsically safe flashlight inside a classified area?
No — change them outside, and only as the manufacturer's manual directs. Opening the housing breaks the sealed, energy-limited assembly the certification describes, and substituting a cell chemistry the listing does not name invalidates the assumptions the approval was granted against. This is the single most common way a compliant light stops being compliant while still looking perfect.
Headlamp or handheld — which intrinsically safe light should you buy first?
Headlamp, if the work involves climbing, entering or using both hands, which describes most classified-area work.
