High Visibility Safety Apparel for Roadway and Industrial Workers
High visibility safety apparel is required by OSHA and MUTCD (Manual on Uniform Traffic Control Devices) for workers in roadway environments where vehicle traffic poses a struck-by hazard. ANSI/ISEA 107-2015 is the governing standard for high-visibility safety apparel in the United States, establishing three performance classes based on the level of visibility required for the work environment.
Class 2 high-vis apparel — which includes safety vests, jackets, and shirts — is required for workers in parking areas, airport ramps, and roadways with traffic speeds below 50 mph. Class 3 provides the highest level of visibility and is required for workers in environments with traffic speeds above 50 mph, nighttime operations, or conditions that significantly reduce visibility such as fog, heavy rain, or construction zones with limited sight lines.
Performance Classes and Background Material
ANSI/ISEA 107 specifies both background material (the base color of the garment) and retroreflective tape requirements. Fluorescent yellow-green provides the highest daytime visibility and is the most common color for Class 2 and Class 3 vests. Fluorescent orange-red offers strong visibility in environments where it contrasts more effectively with the surrounding landscape. Retroreflective tape must meet specific width, placement, and reflectivity standards to maintain nighttime visibility when struck by vehicle headlights.
High-vis apparel is available in multiple fabric types to suit different work conditions. Mesh vests offer maximum breathability for hot weather. Solid fabric vests and jackets provide a base layer of weather resistance. Insulated high-vis jackets combine cold-weather protection with the required visibility. Rainwear with ANSI Class 2 or 3 ratings keeps workers visible in wet conditions without sacrificing protection from the elements.
Compliance and Procurement
When selecting high-vis apparel, verify that the garment carries an ANSI/ISEA 107-compliant label specifying the performance class, type designation, and applicable edition of the standard.
